of 2008, a supervisor avalos pointed out, we had half 1 billion dollars deficit; that is a quarter of the size today. what the pension reform, america's cup, construction cranes along the city, we passed -- when our founding fathers set up our democratic system of government they envision that the legislative branch would not be neat and tidy. it is messy. we balance the community's interest as we meet the challenges today. we still have a lot of work to do. this morning i was almost late to supervisor breed's swearing-in. my bike lights got stolen, then the muny bus was late, and i had trouble catching a cab. together we have much to do. i have literally dozens of friends who have moved from the city after they found a lifelong partner, had a baby, and decided they could not afford to live in the city. together we have to do better at reversing families like and making sure that everyone who wants to gets to live in san francisco. we still have too many young people who are not graduating from high school; too many young people who did not have jobs; too many young people who are bei

, i heard about the avalos legislation. and, now, i remember we've, on numerous occasions considered our policy on demolitions and reset the policy accordingly. so i don't understand why -- i guess its strfl administrative i don't know why the board of supervisors -- >> the clerk of the board has not transmitted the full ordinance to us yet but we will, in our analysis, review, as you said, we've done recent updates to our merger criteria and will review that history when we bring the ordinance before you. >> commissioner antonini: but we would presumably be the decision-making body on that if it's planning code. >> the board of supervisors is the city's legislative body so you as the primary land use body you get to make a recommendation to themn is non-binding, and the final vote will be at the board of supervisors whether to change that law or not. >> commissioner antonini: i just remember previous instances of us discussing these policies such as mergers and demolitions. revised them over the last few years, and i've never heard of any appeals or any action by the board of superv

finance, commissioner avalos and all of you as well as the mayor and staff for your guidance and collaborativive work over the last few years, i would like to also thank the colleagues in the city family for the tremendous amount of work that we have been able to do together. and last but not least, after, of course, thanking my staff which i have done several times now, let me take a second to recognize my own family in particular, my partner of 22 years, robert swarts who is in the audience today. for putting up with me as i dealt with the riggers of this job. he has definitely heard too much. if we were in the era of affairs he would have to have the fate of the pyramid builders but thankfully we are not and he promised not to say anything. last but not least thank my parents who are not here today but i am not sure that watching on tv as they have for many years. i have neglected them too long and i am looking forward to spending more time with them. that said, i reiterate what i said in my farewell letter is that i am a san francisco citizen, there are few places in the worl

. >> supervisor avalos. >> supervisor avalos: i'm standing in support for the nomination of jane kim. we have not had a woman serve as board president for many years and the time has come. i also feel that it is generally in good faith that we have turnover in the board presidency; we have had many people who can show leadership and can do the work of working with each other, making legislation stronger, better, making sure that we can build coalitions. i have been impressed with jane kim and her work on the board. she came in at a challenging time and showed great independence and puts her mind, body and soul to her work. the way she speaks with her heart and represents people in her district informs colleagues about what she's thinking and where she wants to go i want support in the board president and i want to see if we can actually electric today. >> president: supervisor campos. >> supervisor campos: again i want to take the opportunity to congratulate my colleagues who have been reelected the newly elected. it is a special occasion to be here today. i wanted take this opportunity to se
